The palace is located Independence Street, 68 in Oskemen city. And it was built 1957 year.

The design was carried out by "Lengipro-communist" under the guidance of the architect LI. Makoveeva. To the design of the artistic decoration were attracted the participants of the art fund of the Ka- zakh SSR under the guidance of the honored artist of the KazSSR artist, N.V. Tsikchinsky. At a high artistic level, chandeliers, lamps and tapestries as well as a mosaic panel "The Feast of Youth", a sculptural group on the pediment were made by the Alma Ata sculptor H. Naurizbaev. The building was built in the period of the return to the traditions of classical architecture, taking into account the achievements of modern construction equipment. It reveals a general trend in the design of buildings for public purposes - aspiration for a compact symmetrical plan with an architectural accentuation of the main facade. The architectural theme of the palace is the porch, which decides the entrance to the building. The entrance is preceded by a steep form of a wide staircase of a small incline. The portico tops out with a pediment. The capitals of the portico are made in the style of a complex Corinthian warrant, and the base is in the style of a simple one. The pediment, decorated with a thematic sculpture, has only pilasters from decorative details. Since the building is spread across the territory, the corners of the main fa?ade are highlighted with high elevations, which increase the perception of the vertical divisions of the palace. The middle parts of the 2 and 3 floors are deep and are mostly made of glass, forming a large lodge, which has a balustrade with stucco balusters.

In the fronts from the streets of Gogol and Boulevard Gagarin sculpted figures of sitting young men and girls. The sculpture "Fish" of the pediment is made by Valery Solomonovich Rappoport. The Palace of Metallurgists served as a cultural and educational institution, is a monument of architecture, executed in the style of Soviet classicism. Has a great aesthetic and artistic importance.
