One of the attractions of the city of Oskemen is the Victory Memorial Complex, located at the confluence of two rivers - Ulba and Irtis.

The opening of the memorial complex was held in 1995 with the participation of the leadership of the city of Oskemen and local residents. This day became significant for the citizens. Since in their native cozy town there was a whole complex dedicated to the soldiers of eastern Kazakhstan, who bravely fought and died heroically in the difficult years of the Great Patriotic War (1941-1945).

The authors of this monument are the architect S. Khristoforov and the sculptor V. Rappoport. The draft design of the memorial complex was developed by the Design Institute of the Ulba Metallurgical Plant.

The memorial complex of Victory consists of several parts: a burial mound - a symbolical burial, an obelisk on a pedestal and an eternal fire. This includes the Memorial Square and the Wall of Heroes, faced with plates of red granite, on which the names of the dead Heroes of the Soviet Union were cast from bronze. The wall of sorrow is a gray granite with text inscriptions. The composition is completed by a stele directed to the sky. Eternal flame is a symbol of the memory of the dead countrymen. The overall architectural and artistic solution consists in using noble materials, namely bronze, granite and marble which give the entire structure a monumental character.

The Victory Memorial Complex is the most beautiful monument in the cozy heart of the city and a popular holiday destination for all residents and visitors of the city of Oskemen.

This place is more often called "the arrow", "Stella". On 9 may here passed a grand celebration. For Stella was the technique of the great patriotic war (tanks, Katyusha, and d. r.), field kitchen for all comers, concert. In normal times, it is a calm and peaceful place.

The place is beautiful, the merging of the two rivers (the Irtis and Ul'by). On Saturday here photographed newlyweds.
