The ethnopark "Zhastar" is a part of the East Kazakhstan architectural-ethnographic and natural-landscape museum-reserve. Nothing in Oskemen (the lovely, but decidedly unspectacular capital of East Kazakhstan) prepares you for the Ethnographic Park.
The territory of the present park has always been the historical center of the city of Oskemen. Here was located first the market square and the People's House (now the regional drama theater named after Zhambyl), and after being in the city in 1934, SM. Kirov in its place was defeated the park, later received his name, later a monument was erected by SM Kirov. To control the planting of trees and the breakdown of the park at the beginning of the last century, G. Pankratiev was invited, known in those years in the field of the instructor for horticulture, gardening and beekeeping. In the autumn of 1935, 4806 trees and shrubs were planted. Since then, the park named after S. M. Kirov has grown and became a favorite vacation spot for townspeople. In 2010, in the park "Zhastar" (the former park of Kirov), a fountain will be erected on the site of the monument to Sergei M. Kirov, which is now located there. Since 2001, after the transfer of the park to the East Kazakhstan Regional Ethnographic Museum, reconstruction work has begun here.

The first building erected in the park was a chapel made according to the project of the young architect DA Megidya at the site of the once-destroyed Pokrovsky Cathedral. On October 14, 2001, the chapel in the name of the New Martyrs and Confessors of Russian and Kazakhstan in the yearly trials for Christ's victims, revealed and not revealed, was highlighted and received the first visitors. For a year now, it has been open every day to visit citizens. Being a place of rest and evening leisure of the townspeople, the park in the first place should not lose its functional purpose and be interesting for visiting. Therefore, the houses of Old Believers, Cossacks, Kazakh aul were moved here and an ethnographic village was created. According to the plan of the architects and landscape designers of the museum, in addition to the ethnographic village, the park also has several functional areas connected by restored paths from clinker bricks.

The presentation of the renewed park took place on August 30, 2002 on the day of the Constitution of the Republic of Kazakhstan and the Day of the City. The majority of Oskemen citizens spent this day in the park, admiring the work of the museum staff and replenishing the book of reviews kept in the department of landscape design. According to numerous requests, a website dedicated to the Kirov Park was opened in the regional Pushkin library, where everyone can read about the changes taking place in the park and express their wishes. Workers of the museum will always be happy to fulfill these wishes and will not give up all possible assistance, because the case started by the regional ethnographic museum is done for the benefit of the city, for the benefit of culture support and in memory for subsequent generations.
